The role

Carlisle Support Services is seeking a highly skilled and motivated Possession and SWP (SafeWork Pack) Planner to join our growing team. This role offers a unique opportunity to work on a variety of secured frameworks across the railway sector, contributing to essential maintenance and improvement projects in key regions.

As part of a dynamic and dedicated delivery team, you will play a pivotal role in ensuring that access planning and possession arrangements are meticulously organised, with safety and efficiency at the forefront of every project. Our typical projects include vegetation management, litter clearance, platform and station cleaning, and other critical railway infrastructure maintenance activities.

Your core role will include but not be limited to the following activities:

•           Act as the primary liaison between project management teams and access planning stakeholders, ensuring clear communication and alignment on project needs.

•           Coordinate with multiple teams to maximise access opportunities and integrate them into the overall project programme, minimising delays and disruptions.

•           Work closely with the management team to identify and secure optimal possession windows, ensuring efficient use of time and resources.

•           Prepare and manage possession schedules, including master, contract, and managing schedules, ensuring all details are accurate and compliant with industry standards.

•           Ensure all possession, isolation, and protection requests are submitted within Network Rail’s planning timescales, adhering to their protocols and systems, including the use of software tools like GZAM, PPS, and RailSys.

•           Prepare comprehensive safety-critical documentation, ensuring compliance with the latest Railway Group Standards and Network Rail requirements.

•           Maintain accurate records of possession schedules, risks, and opportunities, contributing to transparent project reporting and auditing processes.

•           Represent the organisation in possession planning meetings with clients, Network Rail, and other stakeholders, providing clear updates and addressing any access-related queries or issues.

•           Build strong relationships with Network Rail planning teams, fostering a collaborative approach to access management.

•           Identify potential risks and opportunities associated with possession planning and proactively address them through detailed analysis and mitigation strategies.

•           Participate in entitlement submissions, ensuring claims are supported by robust documentation and data.

Safety and Best Practices:

•           Prioritise safety in all planning activities, ensuring all works are scheduled in accordance with Health and Safety standards and Railway Group protocols.


The ideal candidate

•           Proven Railway Experience: Extensive experience in SSOW / Possession Planning within the railway sector.

•           PPS Expertise: Proficiency in using PPS (Possession Planning System) for access management and planning.

•           Relevant Certifications:

            SSOW Planning Certification (Core Level 2 or higher).

            Valid PTS (Personal Track Safety) Certification.

•           Knowledge of Rail Protocols: In-depth understanding of Network Rail Rule Book, including Sectional Appendices, Hazard Directories, Environmental Assessments, and associated documents.

•           Technical Competence: Familiarity with planning tools like GZAM, PPS, and other railway-specific software systems.

•           Attention to Detail: High level of accuracy in preparing schedules, documentation, and reports, with a strong focus on safety and compliance.

Location is Luton/London/remote

 

Successful candidates will be required to provide original documentation for detailed screening and vetting processes. 

This could include the following: passport / driving licence / utility bill dated in the last 3 months / HMRC letter / original bank statement / original payslip / birth certificate / a valid share code.
